Recycling skipped two weeks running in our subdivision

The recycling carts have been skipped two collection days in a row in our subdivision while garbage gets taken. Carts are out the night before in the right spot. Now they overflow and recycling blows around. Logged it with the city and got a service-request number. Anyone else nearby seeing recycling skipped, or is it just our route?
