Illegal dumping under the Frankford Ave overpass

People keep dumping construction debris, old tires, and household trash under the Frankford Avenue overpass. It has built up into a huge pile, attracts pests, and sometimes catches fire. We need it cleared and some cameras or barriers to stop the dumping. The same spot gets cleaned once a year and is full again within weeks.
