Recycling skipped two weeks running in West Hill

The recycling totes on our West Hill street have been skipped two collection days in a row while garbage gets taken. Totes are out the night before in the right spot. Now bins overflow and recycling blows around. Logged it with the city and got a ticket number. Anyone else nearby seeing recycling skipped, or is it just our route?
